CommentThis is a very dark phase Brown Falcon, which is not to be confused with a Black Falcon. It has a blue peri-orbital ring, which is usually a sign of Black Falcon, but the tail is too short (not extending below tips of primaries) and the legs are not feathered. It also was not upright when perched. In flight it showed a clear pale area under the wing. The flight was lazy and untidy, not powerful and direct as you would expect in a Black Falcon. An interesting bird, nevertheless.
