This seems most likely a Greater Sand Plover. One of the distinguishing features is the length of the bill in proportion to the distance between the front of the eye and the base of the bill. The Greater has bill which is always longer than the eye-base distance. This seems evident in the photo which displays the bill clearly. Seen together, the Greater is slight larger, and less compact than the lesser. The Australian Bird Guide has an illustration which shows the two species together for comparison.
