I am in Tern trouble too. I can't find quite the match for these two terns (not necessarily of the same bird) in the ABG. Both have yellowish bills, which would appear to narrow the possibilities to Whiskered Terns or Crested Terns, both seen frequently at Werribee. However, there is a kind of slight darker patch on the neck, which does not seem present in the Whiskered Tern but may or not be a feature of Crested Terns. No sign of a crest but possibly flattened in flight. Also the wings of one seem quite dark, but may possibly fit with a juvenile or immature Crested Tern. Hope someone can help.

I think you are correct with immature Crested Tern.
