I am unsure about what this raptor is but I think it could be a square tailed kite.

I can't tell definitively from this photo. There are two options, Square-tailed or Black. The tail certainly seems to better suit the Square-tailed as the Black generally appears more forked. However, the lighting unfortunately obscures other features which would enable a definitive identification. Some features to look for in the field other than tail shape are general rufous colouring on neck and breast, pale whiteish face, and a dark band at the end of the tail. The Australian Bird Guide indicates that the Square-tailed is rare and unobtrusive, in contrast to the common Black Kite. If you search on eBird you can see photos of each.
