Having made so many raptor misidentifications, I would welcome guidance on this bird, all photos being of the same bird, seen at Ryan's Swamp, Western Treatment Plant, Werribee. My guess, from the double malar strip is that it is a Brown Falcon, although it also has similarities with Hobbies and Kestrels. Assuming it is a Brown Falcon, I am also trying to identify whether it is a juvenile, since it seems juveniles and female Brown Falcons look quite similar. Hopefully, the multiple photo angles, including flight photos, will enable confirmation from those more experienced with raptors.

Definitely a Brown Falcon. Age and sex are more difficult as the colour of individuals is quite variable at different ages and in different parts of the country. I would lean slightly more towards juvenile because of the rufous feather fringes on the upper wing (following ABG description)

Many thanks for your rapid response, Simon. I agree about the rufous fringes making it more likely to be a juvenile. Also the flight photo showing underside pale blotches rather than white spots might suggest a juvenile.
